Job Summary:

The Specter portfolio OSC is seeking a Material Program Manager (MPM) who will be directly accountable for the Operations/Supply Chain support and execution efforts of Appropriations Request (AR). The MPM serves as the leader for all AR supply chain activities and is the liaison between the Program Manager(s), other functional leads, and the Operations/Supply Chain organization.

This position requires an individual who will be able to exert influence and have an effect on the overall objectives and long-range goals of the program and functional teams. The individual is a self-starter with project management skills and must be able to successfully interface with all levels of internal management.

This position will be responsible for the development, coordination, and execution of program material strategies, supply chain objectives, and enterprise objectives. It will be directly accountable for ensuring successful execution of material PO placements. Project management responsibilities including, but not limited to, Risk and Opportunity management, briefing in customer forums, providing progress reports to functional and program LT, and coordinating liquidation of the AR.

This position is primarily onsite at least 4 days per week.

Responsibilities to Anticipate:

+ Collaborate with execution partners for support as needed

+ Support Appropriations Request (AR) and Company Funds Request (CFR) with the supply base and monitoring activity ahead of award, as applicable

+ Create, manage and execute material program strategy (MPS) and the material program plan (MPP)

+ Develop and execute risk/opportunity plans to meet program objectives

+ Monitor and proactively address performance and financial metrics including those related to cost and schedule

+ Responsible for financial tasks related to material including developing and tracking budgets, targets, working capital, initiating and maintaining accurate sales forecasts, short-range outlooks (SRO), sales and operating plans and Annual Operating Plans (AOP)

Basic Qualifications:

+ Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience

+ Proposal management and estimating experience

+ Experience using manufacturing or enterprise planning tools (SAP/PRISM)

+ TINA and FAR Compliance

+ Active and transferable U.S. government issued Secret security clearance is required prior to start date

+ U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

+ Master’s Degree in Business, Finance, Management, Supply Chain or similar

+ Excellent time management skills and ability to assign appropriate priorities to many tasks

+ Experience using manufacturing or enterprise planning tools (Kinaxis)

+ Knowledge of Microsoft Office products, including Excel analysis

+ Strong executive presence and reporting skills

+ Strong Financial Acumen

+ Material program management

+ Negotiation Experience

+ Experiencing initiating/driving affordability projects

+ Proposal experience with programs and/or suppliers

+ Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
