**Overview**

The Training and Quality Manager (TQM) will be dedicated to the management of all aspects of contractor-provided training and quality assurance programs and services. This position serves as the facility’s subject matter expert on all training and requirements, compliance, and accreditation programs. The TQM shall be responsible for development, instruction, and testing of all contract employees assigned to the Customs and Border Protection processing centers at Tucson, AZ, and McAllen, TX. The TQM ensures that AGS is maintaining its compliance to organizational, contracting client, and/or other regulations, and guidelines. The Training and Quality Manager shall be knowledgeable of both the CBP Care Standards and AGS policy, procedure, and practice requirements. All training delivered by the TQM shall be based on approved lesson plans.

Develops reports for management regarding the effectiveness of the facility’s training programs. Recommends process improvements as necessary. The TQM is primarily accountable for ensuring that all rules, regulations, and guidelines are communicated to staff during both initial and annual training.

The TQM initiates quality assurance reviews and ensures all quality management assurance forms are completed and submitted to the Security Manager as required.

**Responsibilities**

+ Develops and maintains a current training program ensuring all contract required training and certifications are maintained.

+ Ensuring employee training meets facility policies and standards for performing duties in a youth shelter care facility. Ensures all Post Orders, Policies, and Procedures are communicated to the work force, and that these standards are met in every aspect of Contractor services.

+ Establishes and maintains current documentation regarding all training in both administrative and employee files.

+ Develops and maintains a current Training Plan. Ensure the Training Plan is reviewed and updated as needed and no less than annually.

+ Develops and tests employee proficiency through written, practical, or oral reviews. Written tests may or may not be required.

+ Confirms employee proficiency testing results through such methods as on-the-job training and inspections.

+ Ensures continual self-assessment and corrective action where needed to maintain an effective training program.

+ Develops and maintains a firearms proficiency program and have certification as a firearms instructor.

+ Maintains inventory and accountability for all contract weapons and ammunition.

**Qualifications**

+ The Training Manager shall hold an accredited bachelor’s degree in an appropriate discipline or have three to five years of related industry experience, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility.

+ Minimum of three (3) years of related administrative experience managing a moderate to large training program. Management experience in a secure detention environment is required.

+ Ability to prepare management, business, technical, and personnel reports, reviews and documents for internal and external use.

+ Above average verbal and written communication

+ Able to make presentations to employees at all levels of the facility. Must be able to write cohesive and comprehensive documentation.

+ Knowledge of program objectives, policies, procedures, and requirements for provision of security in a CBP Processing Center.

+ Knowledge and a working understanding of CBP policies and procedures and regulation regarding detention and security operations.

+ Must pass a company Background Investigation and shall be a United States citizen or Lawfully Admitted Permanent Resident with five years successive residency.

+ Must not be currently employed by any federal agency, including active-duty military, whereas their employment under this contract could present an actual or apparent conflict of interest.

+ Must be a minimum of twenty-on (21) years of age.

+ Must be capable of understanding and applying written and verbal orders, rules, and regulations in English. All personnel shall be literate and interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports in English.

+ Must be proficient in report writing and development of lesson plans using Microsoft 365 tools.

+ Must have a high school diploma or GED equivalent
