Job Description

Job Overview:

The Senior Program Manager for Survivor Services & Extended Case Management provides a combination of program oversight, staff supervision, monitoring, evaluation, program strategy, and grant maintenance for both Phoenix and Tucson. This position is responsible for assisting the Deputy Director of Programs in maintaining service provision and contract compliance for Survivors of Torture (SOT), Services to Afghan Survivors Impacted by Combat (SASIC), Afghan Supplemental Services (ASA), and Refugee Social Services (RSS).

Major Responsibilities:

• Oversee program staff in a manner that supports exchange of ideas, encourages camaraderie and collaboration, and fosters professional development.

• Provide appropriate supervision and case coordination to ensure acute client needs are met in a timely and culturally appropriate manner for each program.

• Coordinate with other IRC teams to create multi-disciplinary approaches to services that facilitate the best possible client outcomes

• Provide overall vision and design to effectively operate programs and provide supervision of grant implementation, program subcontracts, and monitoring of grant activities.

• Implement, monitor, and provide ongoing training of a trauma-informed service model for all Safety and Wellness staff

• Design and implement strategies for expanded program capacity both internally and through external partnerships

• Monitor provision of services through regular and systematic file reviews, client interviews, and field visits to ensure compliance with donor requirements and provision of quality services.

• Build and maintain relationships with various stakeholders including donors, service providers, state and local government, and law enforcement.

• Review, recommend, and write new grant opportunities in alignment with the office strategic action plan and in partnership with the Grants Manager.

• Ensure acute client needs are met in a timely and culturally appropriate manner for each program.

• Track budgets, program expenditures and activities for various programs, ensure donor deliverables are met, compile data and draft reports as required by donor and agency specifications.

• Provide direct supervision to supervisory within the Safety and Wellness Department

• Ensure strong collaboration with all IRC departments, both locally and network-wide

• Participate in senior management meetings and staff development activities as requested.

• Role model IRC values and commitment to mission and clients.

• Comply with all policies, procedures and protocols, including Safeguarding and the IRC Way.

Job Requirements:

• Undergraduate degree in social work or equivalent work experience required. Graduate degree preferred.

• 2 years of program management and supervisory experience

• Proven skills in managing case management staff, grant reporting and program development.

• Excellent written and spoken English skills, bilingual ability preferred.

• Strong organizational skills and detail-oriented.

• Excellent writing and analytical skills.

• Case management and/or workforce development experience preferred.

• Ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment.

• Computer literacy, data base experience preferred.

• Ability to work independently and be a flexible team player.

• Must have a valid driver’s license, active insurance policy and access to reliable transportation.

• Must possess or be eligible to receive a fingerprint clearance card.

Working Environment:

• A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.

• Occasional domestic (non-local) travel required; up to 10%.

• May require occasional weekend and/or evening work.

Compensation:

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
