The City of Tolleson is excited to announce an exceptional career opportunity to serve our community as Water Manager in our Utilities Department. This opening follows the retirement of the previous incumbent, who worked for the City for over 30 years. While the system currently utilizes Electrodialysis Reversal (EDR) treatment for its well sites, the selected candidate will step into a pivotal role at a transformative time. The City has just acquired land for the construction of its first surface water treatment plant, that will enable us to fully leverage our abundant Salt River Project (SRP) water allotment. The department also has a great team who was also recognized with multiple honors at the AZ Water Conference. While the plant will take years to build, this is a unique chance to shape and enhance the future of water services in Tolleson. Position Description

The Water Manager oversees the operations of the Water Division, including supervising staff, managing daily functions, and ensuring compliance with federal, state, and local regulations. Responsibilities include planning and executing programs, managing budgets, reviewing reports, and representing the division in meetings and public forums. This role also ensures safe and efficient system operations, oversees customer service and utility functions, contributes to capital improvement planning, and keeps leadership informed on key updates. Strong leadership, regulatory knowledge, and project management skills are essential.

Qualifications

Bachelor's Degree and 5 years of progressively responsible experience related to area of assignment, of which 2 years include supervisory or lead experience; or an equivalent combination of directly related education and experience. ADEQ Grade 4 Water Treatment Certification and ADEQ Grade 4 Water Distribution Certification required, or ability to obtain within 12 months of hire. Valid Arizona driver's license required.

Physical Demands

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Sedentary: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.

Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, blood and other bodily fluids, extreme temperatures, inadequate lighting, work space restrictions, intense noises, travel and environmental conditions such as disruptive people, imminent danger, and a threatening environment.
