Northrop Grumman Defense Systems is seeking a **Manager of Technical Project**
**Management 2 - Software** . This position will be in **Roy, Utah** and will support the Sentinel (GBSD)
program. This role may offer a competitive relocation assistance package.
**What You’ll Get To Do:**
As a Manager of Technical Project Management 2, you will support the Directorate’s
Executive Leadership and Senior Program Manager, ensuring proper execution of cost,
schedule, and technical performance. Your role will include coordinating CDRL
preparation, managing budgets, and overseeing risk and opportunity management,
assessing staffing needs, acquiring necessary resources, and acting as a point of contact
with the customer for directorate activities.
You will collaborate on the development of systems and software engineering products.
You will foster an environment focused on Northrop Grumman values of integrity, quality,
shared success, and innovation. Partnering with engineering and program management
peers, you will ensure efficient resource allocation to achieve mission priorities.
You will coach and motivate team members, lead continuous improvement activities, and
support the Directorate’s Business Management Reviews and Page & Lines reviews.
Providing strategic guidance based on general policies and management direction, you will
oversee projects and tasks, assisting directly when needed to meet schedules or resolve
issues, including the delivery of CDRLs.
As a Section Manager, you will report to the Technical Project Execution Department,
Software Engineering Directorate, SDS Engineering Functional Homeroom. You will be
expected to lead, develop and manage a team of Technical Project Managers, Agile
Coaches, Scrum Masters and others as necessary. You will be responsible for performing
many personnel/HR activities, such as, quarterly connections, annual compensation
reviews, interviews, resource alignment to statements of work, personnel management
issues, timekeeping compliance.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who
work a nine-hour day Monday through Thursday to take every other Friday off. This role may

**You’ll Bring These Qualifications:**
• Bachelor’s Degree and 6 years of related experience; or an additional 4 years of
related experience in lieu of degree.
• Must have an active U.S. Government DoD Secret security clearance with an ability
to obtain and maintain Special Access Program (SAP)
• Demonstrated Project Management experience.
• Experience with managing cost and schedules.
• Experience in DoD programs.
• Familiar with Earned Value Management (EVM).
• Familiar with Systems Engineering and/or Software Engineering processes
• Familiar with the product/program lifecycle, software development life cycle
(SDLC), and/or Systems Engineering "V"
These Qualifications Would be Nice to Have:
• 2+ Yrs of experience demonstrating excellent technical leadership, interpersonal,
and oral and written communication skills, effectively engaging with internal staff,
external customers, and partners.
• Proven demonstrated leadership skills and the ability to work effectively in a team
environment.
• Familiar with Control Account Management.
• Functional homeroom leadership experience.
• Experience developing and/or delivering Contract Data Requirements Lists (CDRLs)
• PMP Certification
• Previous experience on TMRR and/or EMD projects.
• Experience with Inter Continental Ballistic Missiles (ICBM).
• Demonstrated experience using Atlassian Tool Suite (e.g., Jira and Confluence)
• Capable of working with minimal direction, independently determines and develops
technical objectives of assignments, and presents work upon completion for high
level review.
• Ability to provide and implement solutions to advanced problems which require
ingenuity and innovation.
• Master’s degree in engineering or related technical discipline.
• Familiar with software development tools and methodologies (e.g., DevOps, CI/CD)
Salary Range: $122,800.00 - $184,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
